School Bus / Van Rules

School bus rules of conduct are established to ensure the safe transportation of students. These rules apply to all ages of students. The school bus is an extension of CSDR and appropriate behavior is expected at all times. Students are better helped when their parents positively discuss with them the importance of their good behavior while away from home, especially on school grounds and buses/vans.

When a disturbance occurs affecting everyone on the school bus, the driver has the right to stop the bus and restore order. If the bus is within a reasonable driving distance to the school, its driver may return to the school, and ask that a supervisor remove the offender. However, if the bus is too far away from school, the driver has the right to contact CHP for assistance.

The Law

Laws set forth by the State of California Passenger Transportation, the California Department of Education, and the Rules of the California School for the Deaf, Riverside, govern pupil Code of Conduct.

CHP Law

“Pupils transported in a school bus shall be under the direct authority of, and responsibility of the driver of the bus.” 5CAC14103

“Continued disorderly conduct or persistent refusal to submit to the authority of the driver shall be sufficient reason for a pupil to be declined transportation.” 5CAC141103

An “Undeliverable” Child

An “undeliverable” child is one who cannot be released from the bus/van, because a responsible adult is not at the drop off location. CSDR staff cannot release a child to anyone, except to the child’s parent/legal guardian/designee as indicated on the Transportation Selection form. In order for a student to be released without adult supervision, a parent/guardian must pre-arrange their intention with the Transportation Coordinator and sign a waiver.

If a child is undeliverable he/she will be returned to CSDR, the parent/guardian/designee must pick his/her child from CSDR Transportation Office. Should the authorized person be late, its imperative that the Transportation Office be notified as soon as possible. When a child has been returned to CSDR, the Transportation Office staff will try reaching the parent/designee by using those numbers listed on the Student’s Data Sheet. CSDR closes at 4:00 pm, meaning child caregivers are no longer on campus. The Last resort – CSDR will contact Child Protective Services.

In the event of an unexpected breakdown, the Transportation Office will resolve the problem as soon as possible, and will make every attempt to contact parents/guardians/designees. If there is an unusually long delay in the arrival of the bus please call 951-782-6590.

Be sure to notify the Transportation office of any changes in phone/cell numbers, pager addresses, cell numbers, and names of any emergency contact persons. Not having current information could cause further delay, when trying to contact parents/guardians/designees during unexpected transportation delays and emergencies.
